Background
In the early 20th century, the disabled were usually perceived as a burden to society. Later, this perception evolved and most were seen as worthy recipients of charity. As a result, jobs, housing, education, and services were denied to the disabled. This denial fostered a growing discontent in the disabled community.
"There was a belief that if you had a disability you didn't have any desire to live a life."
